Item Causes of Delay in Construction Projects In Abu Dhabi(The British University in Dubai (BUiD), 2015-11) ur Rehman, GhiasConstruction projects experience delays in their completion due to various reasons in the world and United Arab Emirates (UAE) is no exception. Once a project is delayed, it has a negative impact on the concerned parties. Projects being completed on time and handed over is recorded as a performance indicator from technical and commercial point of view. This dissertation aims to makes an in-depth evaluation for the causes of delay in construction projects in Abu Dhabi and rank them to know their importance and consequences. Detailed literature review was carried out and a list of delays was concluded which was further divided into associated groups of the project. Survey questionnaire was developed from the list and used for further evaluation. All associated stakeholders (client, consultants, project managers, contractors, authorities) in the project can be the reason for delay. Some delays are compensated whereas some are not depending on the type of delays. Quantitative research approach is applied in this study conducting a survey from stakeholders. Report analysis shows that the top ten (10) cause of delay based on the ranking are 1) Lack of coordination with Electro Mechanical works, 2) Selection of the lowest bidder commercially, 3) Delay in approvals and late decision making, 4) Material delivery delays, 5) Client introduction of additional works during construction stage, 6) Inefficient planning and scheduling of the projects, 7) Labor and equipment non productivity, 8) Coordination issues and quality of works, 9) Delay in design approvals by Client and 10) Original contract duration is not realistic. A limitation to this dissertation was that there were 61 respondents whereas a larger number of respondents can give a bigger perspective. It was concluded through this dissertation study that project team, owners and contractor factors were the key reasons for delay and if they take responsibility of their action on time, coordinate and work as team they can have successful projects with minimal or no delay.Item Evaluating the Outcomes of Vocational Education Program in Abu Dhabi from a Project Management Perspective(The British University in Dubai (BUiD), 2014-03) Heikal, Moustafa MamdouhThe paper examined the effectiveness of the evaluation method currently applied to measure the outcomes of the vocational education programs in Abu Dhabi. In-depth interviews were carried out with three managers and the documents of one of the biggest vocational institutes in Abu Dhabi were reviewed. It has been found that the current trend is using basic and conventional evaluation systems. Evaluating the outcomes of the programs is done as part of other evaluation processes and is limited to closure of the program. What differentiates the vocational programs is the impact of their outcomes on the community at large, represented by the employers and Tawteen Council. Therefore, the Multi-Objective Realization Approach (MORE) is proposed as an appropriate method for evaluation to be applied in Abu Dhabi Institutes. The MORE Approach will help in evaluating the effectiveness of the programs in addition to measuring their outcomes in relation to the stakeholders’ objectives and needs. The programs include delivering and assessing different types of diplomas to enhance the opportunities of local job seekers in finding jobs. By using the MORE evaluation framework, the outcomes evaluation of the programs will be extended beyond program closure. It has been found that the current evaluation method should include the number of graduates against the percentage of employment. It also should involve the competencies of the graduates against the skills required in the market. Moreover, the outcomes of the programs must include their impact the education levels. The proposed MORE method will help in increasing the possibility of achieving the strategic goals of both; the institute and its stakeholders. Therefore, this study focuses mainly on the outcomes of the evaluation methods in respect to stakeholders’ short and long term needs and objectives.Item The Execution of Public-Private Partnership Projects in Abu Dhabi: Strategic Objectives and Critical Success Factors(The British University in Dubai (BUiD), 2013-01) Al Areefi, Mohamed MohsenPublic-private partnerships or PPPs are becoming very popular in project execution across the globe. Plausibly, PPPs were initiated as the best avenue to evade spending controls and possibly conceal public budget deficits. Although various countries adopted PPPs early enough, UAE is on record for belatedly using this latest procurement approach in availing public infrastructure or services. From literature reviews, little acknowledged work has been documented in ascertaining the rationale behind the increasing use of PPPs approach in UAE and the necessary factors for PPP projects to succeed. The main aim of this study was evaluating Abu Dhabi's experience in assuming Public-private partnership as a relatively new procurement strategy. Various project cases were evaluated and analyzed in revealing the perceived objective behind adoption of PPP approach within Abu Dhabi and finding the critical success factors to implement PPP projects successfully. The results demonstrated economic growth, Value-for-money, and maximizing revenues and government assists as the highly ranked economics and financial objectives for adopting PPPs in Abu Dhabi. Further, the results revealed quality related objectives such as quality of provided public services, and function focus. Further, the findings have shown that CSFs such as planning stage factors, PPP structure factors and economic environment factors are considered as the most fundamental factors in executing PPPs project successfully in Abu Dhabi.Item The impact of contractors attributes on a successful road project in Abu Dhabi(The British University in Dubai (BUiD), 2014-10) Alameri, Faisal AhmedItem A Strategic HRM and Project Management in an Abu Dhabi Governmental Organization – UAE(The British University in Dubai (BUiD), 2012-01) Khouri, Sarra AhmedUntil today, there is little consensus on an explicit definition of Strategic Human Resource Management (SHRM) as well as Project Management (PM), which complicates measuring and understanding the relationship between both concepts. This dissertation aims to provide a comprehensive understanding of SHRM based on the current academic understanding of the concept in relation to various fields including organizational strategy, organizational performance, employment modes, leadership styles, and particularly the discipline of Project Management. It includes a critical review that compares and contrasts previous studies. The dissertation explores SHRM and PM practices in a governmental Organization in Abu Dhabi – Organization ABC, which is mainly derived from documentary sources, organizational policies and procedures, providing a chronological order of different events relating to the research subject and their influence on the development of a strategic HRM in Organization ABC. The case study research concentrates on employees’ interviews feedback and account in 3 main fields; Human Resource Management (HRM), Strategy Management and Project Management (PM), as well as the researcher's participant observation as an employee of the organization for more than 3 years. These techniques are justified based on their relevance and appropriateness to the case study to gain an optimal insight into the research problem. This study results found that HRM in Organization ABC is functional and is moving towards a strategic orientation. Barriers to this process are various including lack of stability, clear policies, authority, proper communication and expertise. Organization ABC maintains a great deal of potential and ability to develop in SHRM given current circumstances, policies and procedures. Also, employees in the organization demonstrated support and acknowledged the need for SHRM. In order to construct an efficient and effective strategic HRM in Organization ABC, it is critical to obtain senior management commitment to the project and build ownership of the process across the organization through raising strategic awareness and understanding. The research also proposes implementing a proper change management process that requires the collaboration of all concerned, especially HR and Strategy Management sections, while considering the national and organizational culture. Furthermore, it is recommended that appropriate competence and iv behavior strategies should be applied and a corporate governance system to ensure ethical practice of the process. It is concluded that developing SHRM will improve PM in Organization ABC which will increase the organization’s ability to achieve its strategic objectives; hence increasing corporate performance. An increased awareness of Project Management is required in Organization ABC in order to apply appropriate employment modes, HR configuration and relevant leadership styles according to the nature of the activity, human capital value and uniqueness. Finally, the dissertation gives recommendations for future research to enhance the understanding of SHRM and its implications for Project Management.
