A picture of this reform is the inclusion of learners with special educational needs in mainstream schools. The ultimate requirement to achieve such reform is to prepare teachers in mainstream schools to teach learners with special educational needs as most of the teachers, if not all of them, are neither qualified enough to deal with SEN learners, nor equipped with the appropriate tools to teach such learners.
