This study was conducted to highlight the importance of e-Services for UAE residents and identifying the causes that may limit the user of e-Services. Data was collected and analyzed based on based on quantitative research approach and both factor analysis and regression analysis were implied on the collected data. Two hypothesis were tested in the following study. First hypothesis was related to identifying whether the delays in delivery of e-services negatively impacts the effectiveness of the e-services while the second hypothesis was to test whether shortage of funds, poor decision making abilities, ineffective communication skills and poor management structure are the primary causes of delays in delivery of IT services. After applying the required analysis for the first hypothesis, the results are contrary to our hypothesis, which means that we have to reject our first hypothesis that delays in delivery of e-services negatively affect the effectiveness of e-services. The study also show that we have sufficient evidence that delays in delivery of IT projects are caused by ineffective communication skills, shortage of funds, poor management structure and poor decision making abilities. Therefore, we have to accept our second hypothesis.
